Honestly first off I think there is a question of how much admin support available to you and the set up of this workshop. Because they invited you, they ought to be able to provide support if you need to give out consequences.  Depending on if this is like a sort of mandatory enrichment or optional one, id bring up the option of removing students. If this is supposed to be like an optional or bonus sort of class, then it should be a privilege to be there. If a kid is constantly showing up just to play games and misuse devices they don't have to be in the class where they take up time and valuable learning from those who do want to be there. If students cannot be trusted to responsibly transport their own devices to and from class then maybe explore cooperating with admin/teachers to arrange pick up/drop off of devices. If you have contact with parents and can do that let them know "hey your student keeps coming to class to play games and this is unacceptable. They will not be able to participate if they do not do the assigned work." Whenever im in a room with kids on laptops I Honestly always turn on go guardian to monitor what they are doing, but I get that might not be possible in this situation. And even with constant monitoring and rotation, you can't be looking at 20 screens at once to catch absolutely everything.
