STAGE 01 · PROBLEM

Is the problem real?

CANONICAL PROBLEM

Victims of severe interstate cyberstalking and online harassment are unable to get law enforcement to take action or intervene due to jurisdictional buck-passing between local police departments.

FREQUENCY
Multiple repeated complaints in the post and comments.
INTENSITY
Users explicitly describe existing tools as bloated/overkill and mention workaround behavior.

PAIN TRIGGERS

Police departments refuse to take action and deflect responsibility to other jurisdictions.
Platform blocking features fail to stop persistent harassers who can easily scale creation of automated or manual alt accounts.

District Attorneys pick and choose which cases to prosecute based on what police tell them and they didn't chose mine

comment

Sorry to say, but if you want to get rid of this problem, get a new phone number, new email, new handles, new address. New everything. This happened to my best friend except not long distance. I was also a victim of cyber crime. This was when the pandemic made a bottle nose and overflow of court cases in the US. District Attorneys pick and choose which cases to prosecute based on what police tell them and they didn't chose mine, so he walked away Scott free.

Who feels this pain?

TARGET USERS

victims of cyberstalkingVictims Of Interstate Cybercrime

Individuals experiencing coordinated, multi-platform harassment who are trapped in jurisdictional loops between local police departments.

Context

Legally compel an abusive ex-partner to stop online harassment, cyberstalking, and contacting friends/partners.
Manually logging, capturing, and saving all harassing messages and digital footprints.
Completely abandoning existing digital identities and communication channels to start over anonymously.

Current Workarounds

Manually taking hundreds of screenshots and logging timestamps in private folders
Abandoning established digital identities, social profiles, and communication handles
Directly calling law enforcement agencies in the perpetrator's physical town

STAGE 03 · MARKET

Where's the gap?

EXISTING SOLUTION GAPS

Local police forces lack the legal framework, cross-jurisdictional coordination, or digital capability to handle interstate cyberstalking.
Social media platform moderation and blocking mechanisms fail against determined harassers utilizing hundreds of burner accounts.
The legal and criminal justice system has a high backlog or strict prosecution thresholds that cause cybercrime cases to be ignored.

OPPORTUNITY & VALUE

Why Now

Persistent complaints regarding local law enforcement deflecting jurisdictional duties to other stations, combined with the extreme exhaustion of managing hundreds of manual screenshot logs across multiple platforms.

Value Proposition

Unlike generic digital vaults or cloud storage, this tool explicitly bridges the technical-to-legal gap by structuring digital chaos into standard police-report architecture and providing the exact legal statutes that force local police to open an active file.

Product Direction

A secure digital vault that automatically aggregates, preserves, and hashes cross-platform harassment footprints (Discord, YouTube, X), matching the collected data with a jurisdictional legal engine that auto-generates police-ready evidentiary packets, complete with specific state/federal cyberstalking statues, to eliminate law enforcement deflections.

STAGE 04 · BUSINESS

How does it make money?

MONETIZATION

Model

One-time package or situational subscription
WILLINGNESS TO PAY

Victims are actively seeking ways to legally compel action and stop the harassment. They currently face thousands in potential legal retainer fees, making a sub-$100 definitive evidence solution a clear baseline cost to regain personal safety.

STAGE 05 · EXECUTION

How do you ship it?

MVP PLAN

Turn thousands of harassing alt accounts into an undeniable, police-ready evidentiary packet.

Core Features

Multi-platform screenshot and metadata uploader with automated timestamp and cryptographic hashing
Automated alt-account relationship mapping to tie distinct burner profiles to a single threat actor
Jurisdiction Legal Engine that auto-generates localized penal code citations for both victim and perpetrator locations
Exportable PDF evidentiary packet explicitly formatted for law enforcement intake and DA presentation

Weekly Roadmap

1
W1-W2
Core evidence ingestion system and cryptographic hashing flow is operational.
  • Build secure user registration and encrypted media vault
  • Implement frontend manual upload pipeline for images, videos, and URLs
  • Integrate cryptographic hashing on file upload to verify date and time integrity
2
W3-W4
Alt-account compiler and basic jurisdiction dataset are integrated.
  • Design a simple tagging system to group distinct social media IDs under one 'Perpetrator Profile'
  • Seed database with federal and state-level cybercrime statutes for the top 10 most populated US states
  • Develop dynamic text logic that maps victim zip code and perpetrator zip code to corresponding local police authorities
3
W5
PDF packet export generation and internal security testing complete.
  • Design a strict, authoritative PDF layout matching standard law enforcement complaint narratives
  • Run vulnerability assessment on stored files to ensure data can never leak or be breached
  • Onboard 3-5 beta test users from digital support networks to test document clarity
4
W6
Public launch of web platform alongside safe-handling tutorials.
  • Deploy production platform on privacy-hardened infrastructure
  • Publish a comprehensive user guide on how to hand the generated packet to a police desk officer
  • Launch discreetly on targeted support communities and resource indexes
Launch Strategy

Partner with domestic violence support networks, digital rights advocacy groups, and legal aid clinics, alongside organic visibility in online safety subreddits (r/cyberstalking, r/legaladvice).

RISKS & ASSUMPTIONS

Top Risks

Police Inertia and Dismissal

Local desk officers may still dismiss the case or refuse to read the packet due to general lack of technical literacy or empathy regarding digital harassment.

SEV 5
Platform API and Scraping Restrictions

Social media platforms frequently change interfaces and limit data extraction, making automated collection of burner account footprints technically fragile.

SEV 4
Retaliation and Attacker Discovery

If a stalker discovers the victim is building a targeted evidentiary case against them, it could trigger an escalation in real-world or digital threats.

What this score means

This opportunity scores well above the median for ideas surfaced by MonetScope, with a validation sub-score of 9/10 against 3 independently sourced evidence signals. A "strong" rating in this band typically means the pain signal is consistent and recurring across multiple discussions, but one of the three pillars (severity, willingness to pay, or competitor weakness) is somewhat softer than top-tier opportunities. Founders evaluating this should focus customer discovery on the softest pillar first — confirming the gap before committing engineering time to a build.

Why this matters for Other founders

It sits at the intersection of "consumers", "cybersecurity", "data-management", which makes it relevant to a specific subset of founders rather than a generic horizontal opportunity. Opportunities in this category typically reward founders who can describe the pain in the user's own language — both because that's the basis of effective marketing, and because it's the strongest signal that the founder has done the upfront listening. The MonetScope pipeline surfaces this category alongside other other signals, which is why it appears here rather than in a generic "trending ideas" feed.

Scores are derived from real forum discussions across Reddit, Hacker News and X, weighted by evidence volume and signal quality. How scoring works

Frequently asked questions

Is "CyberEvidence: Legally Actionable Cyberstalking Documentation & Jurisdiction Engine" a real validated startup idea or just an AI-generated suggestion?

MonetScope does not generate ideas from a language model's imagination. Every opportunity on this site is anchored to specific source posts and comments from real public discussions — typically on Reddit, Hacker News, or X — where actual users describe the pain in their own words. The AI's role is structuring, scoring, and grouping those signals into a navigable opportunity, not inventing the problem.

How recent is the underlying data for consumers?

MonetScope's spider pipeline runs continuously and surfaces opportunities as new evidence accumulates. The "Updated" date in the header reflects the most recent re-scoring of this specific opportunity. Most other opportunities visible in the public catalog draw from discussions in the last 30-60 days; older signals are de-prioritized because user pain shifts faster than most founders assume.

What's the difference between "overall score" and "validation score"?

Overall score is a composite across six dimensions — pain, urgency, willingness to pay, market size, defensibility, and execution ease — designed to give a single number for triage. Validation score is narrower: it asks "how cleanly does the same signal repeat across independent sources?" An opportunity can score high on overall but lower on validation when one or two large discussions dominate the evidence; conversely, validation can be high on a smaller-overall idea where the signal is consistent but the addressable market is modest.
