I understand why you decided to do it like that, and if you want to login-wall people to prevent abuse, show some free reports for popular sites maybe, so people can click through them. you can generate this once per month and publish, to control operational costs. btw, login walls are not specifically good for preventing abuse, we regularly have people creating dozens of google accounts to abuse the free tier.
